Guwahati, March 15: Union Home and Cooperation Minister Amit Shah today addressed the inauguration of Lachit Barphukan Police Academy in Dergaon, Assam.Speaking on the occasion, Shri Shah said that the first phase of the works of the police academy has been inaugurated today and the foundation stone for the second phase has been laid.

When the entire police academy is completed, it will be the best such academy in India.I congratulate Chief Minister Himanta Biswa Sarma for naming the academy after Lachit Barphukan, a great warrior who made Assam victorious in the wars against Mughals. When I was seven years of age, I was taught about Lachit Barphukan. But after that, till graduation, no syllabus had mention of this great warrior. Lachit Barphukan was confined to Assam. But today books about Lachit Barphukan have been published all over the nation in 23 different languages and distributed across libraries. These books are now inspiring people across the nation.The Assam Chief Minister has also ensured that history curricula in all eight states of the Northeast include a chapter on Lachit Barphukan.The first phase of the academy has been built with an expenditure of Rs. 166 crore.

All three phases will involve a cost of around Rs. 1050 crore, which will make it the best police academy in the nation Many types of modern facilities have been included in this academy.I came to Assam when I was a student and also got beaten by the Assam Police when Saikia Ji was the chief minister, and still we used to raise the slogan ‘Assam Ki Galiya Sooni Hai, Indira Gandhi Khooni Hai’. I was also in jail in Assam for seven days.The people from all over the nation came to save Assam.

The state has seen a long series of movements after that. Earlier police personnel from Assam used to go to other states to avail training. But in the last ten years, Assam has reached a stage where now police personnel from Goa and Manipur have availed training here.Assam is today ready to advance on the path of growth. Under the leadership of PM Narendra Modi in 2020, the Bodo Peace Accord was signed, the Karbi pact was signed in 2021, the Adivasi peace pact in 2022, the ULFA peace pact in 2023, the Assam-Meghalaya Border peace pact in 2023, and the Assam Arunachal Pradesh Border peace pact too was signed. More than 10,000 youths surrendered arms and joined the mainstream.

Assam was infamous for agitations, shootouts, and bomb blasts, but today the most modern semiconductor unit has been set up here. The semiconductor unit being built with an expenditure of Rs. 27,000 crore is now going to change the future of Assam.The investment summit was held recently in Assam, in which MoUs worth Rs. 5.18 lakh crore have been signed. Most of them will be rolled out on the ground.The Modi government is going to implement another set of infrastructure projects worth Rs. 3 lakh crore.

The Rs. 8 lakh crore investment in total will not only ensure that the youth of Assam get employment in Assam itself but will also create enough opportunities to make Assam an employment destination for youth from other states of the nation.During the Congress regime, Assam got devolution grants and grants in aid worth Rs. 1.27 lakh crore in 10 years. But during the Modi government, funds worth Rs. 4.49 lakh crore were released for a period of the same duration.

We have given four times more than the Congress government.I want to ask the Congress party that during their reign they kept Assam burning in the fire of riots, they did not give funds, they did not create education infrastructure, and they did not give peace a chance. During the Modi government, infrastructure is being built, peace has returned, and many types of industries have been set up here.

With an expenditure of Rs. 10,000 crore, a project of more than 200 kilometers of roads is being built under Bharatmala Pariyojana; the Duburi-Phulbari bridge has been built with Rs. 3,000 crore; Rs. 1,000 crore has been spent on roads and embankments; a six-lane rail bridge is being built across the Brahmaputra. Majuli and Jorhat are being connected through a national highway with Rs 382 crore. Rs. 1200 crore has been spent on expansion of the Lokapriya Gopinath Bordoloi airport. Railway Projects worth Rs. 9,000 crore have been dedicated, AIIMS with an expenditure of Rs. 1000 crore, medical college in Tamulpur, medical college in Nalbari, medical college in Kojrajhar, medical college in Dhuburi, along with many other infrastructure projects have been accomplished.

For the first time ever, piped drinking water has been supplied to 58 lakh homes, and 1.80 crore people have been given free medical care up to Rs. 5 lakh; toilets were built in 43 lakh homes; 2.32 crore people have been given five kg of rice free of cost; and 51 lakh gas cylinders have been given 21 lakh homes have been built. The people of Assam have always given affection, encouragement, and blessings to the BJP and made Modi the Prime Minister twice and made Sarbananda Sonowal and Himanta Biswa Sarma the chief ministers.

The BJP has not only brought about peace but also has brought development and infrastructure and created a golden future for Assam’s youth. When Himanta Biswa Sarma became the chief minister, I told him that Assam had a conviction rate of only 5%. But only in three years, Assam increased it to 25%. I have firm belief that soon it will cross the national average. It is a very big achievement. No one wanted to file an FIR, and policing was only meant to fight terrorism. But today they are working to protect the rights of citizens through the successful implementation of the three new criminal laws.
